4. Long-term residence permit

  Paragraphs 42 and 45 of the Law No. 6458 "On Aliens and International Protection" indicate the long-term type of residence permit.

  Which category of foreign citizens is issued a long-term residence permit:

  - Foreigners who have resided in Turkey continuously for at least eight years or who meet the conditions set by the Foreign Migration Policy Council may be issued a long-term residence permit with the approval of the ministry in the governorate.

  - Persons with refugee, internally displaced and subsidiary protection status, as well as holders of a residence permit for humanitarian reasons, are denied the right to obtain a long-term residence permit.
 

  For how long can a long-term residence permit be issued.

  Long-term residence permit does not provide for any time limits.

 

  Requirements for obtaining a long-term residence permit

  To obtain a long-term residence permit, you must comply with the requirements specified in paragraph 43 of the law on foreigners.

  - Residence in Turkey continuously for at least eight years established by other residence permits.)
  - Not receiving any social assistance for three years,

  - Have a regular and sufficient income to support yourself or your family members

  - Have valid health insurance,

  - Not a threat to public order or public safety (Excluding foreign nationals approved by the Migration Policy Board)

  What rights does a long-term residence permit give

  Foreign citizens who hold a long-term residence permit, subject to social security standards, are granted the rights granted to Turkish citizens, with the exception of the obligation of military service, suffrage and participation in voting, the right to work in a state structure, import of vehicles as a holder of privileges and other special provisions of the law.

 

  Reasons for refusal to issue, annul or refuse to extend a long-term residence permit

  - In the event of a serious threat to public order or public safety,

  - In case of prolonged stay outside Turkey for more than one year for a reason not caused by medical treatment, education or compulsory public service.

 

  Long-term residence permit is cancelled.
  The procedure for canceling a long-term residence permit is carried out in the governorate.
  To re-obtain an early canceled long-term residence permit, foreign citizens, while abroad, must apply to the consular department or personally submit an application to the governorship of the city of their residence, or perform in accordance with the instructions of the General Directorate of our services.

  In the case of a re-application, a foreign citizen will not be required to have a residence permit and the condition of eight years of permanent residence in Turkey. Such applications are considered in the first place and are issued no later than one month.
  Foreigners whose long-term residence permit has been canceled except for the cases of their prolonged stay outside of Turkey for more than one year for a reason not caused by medical treatment, education or compulsory public service, can reapply for such permission.
