What is a residence permit

  Well, if everything is clear with the Visa, let's go directly to the residence permit or as the common people call it a residence permit.

  In order not to invent turns of speech, let's turn to Wikipedia again. According to what is written there, the residence permit is  documentconfirming the right to long-term residence on territory states of a person who is not a citizen of this state - that is, a foreign citizen or a person without citizenship. In Turkey, in some cases, it may also be documentid owner.

  A residence permit is a document that gives the right to freely leave the country and enter it during the validity of the residence permit. In some countries, the presence of a residence permit does not exempt from the need to obtain entry and exit permits visas. This does not apply to Turkey.

  Opportunity to switch from a temporary residence permit to a permanent residence permit (or permanent status) resident,also referred to as permanent residence) in Turkey occurs after 8 years. In Turkey, for some reason, this type of permanent residence is called a “permanent residence permit”.

  Foreign citizens who plan to stay in Turkey for more than 90 days or the periods allowed by the visa must obtain a residence permit without fail. An application for a residence permit is accepted at the administration of the governor of the city in which the applicant intends to live. An application for a residence permit can be made either personally by the foreigner, or by his legal representative or lawyer.


  Obtaining a residence permit is regulated by the Law of TR No. 6458 “On Aliens and International Protection”.

  A residence permit gives foreign citizens the right to live in Turkey for a certain period of time and in a certain place.

  Electronic registration system

  An application for obtaining or extending a residence permit is submitted online through the electronic registration system(https://e-ikamet.goc.gov.tr/). Paragraph 30 of Law No. 6458 "On Aliens and International Protection" specifies six different types of residence permits.

  Residence permit types

  1. Short-term residence permit

  2. Family residence permit

  3. Student residence permit

  4. Long-term residence permit

  5. Residence permit for humanitarian reasons

  Primary Submission, Transition and Renewal

  Submission of the first and intermediate application is carried out online through the electronic registration system (https://e-ikamet.goc.gov.tr/ ), after which, the applicant on the appointed day and time, together with the necessary documents must appear in the department of the migration service. In addition, when submitting the first and intermediate application, you must have your passport with you. When renewing a residence permit, a notarized copy is required.

  An application for the extension of the residence permit must be submitted no earlier than sixty days before its expiration and before the expiration date.

  Health insurance requirement

  Current health insurance must cover the duration of the required residence permit. One of the following types of health insurance is sufficient for presentation:

  1. - Produced under the Bilateral Social Security Agreement for Social Security provided in Turkey, a document received from the city's social security office and authenticated with an electronic signature/signature and seal/stamp.

  2. - A document obtained from a social security institution and certified by an electronic signature / signature and seal / stamp (Obtained from a social security institution, permits must contain information about family members that would be useful to obtaining a residence permit.)

  3. - Electronically signed/signed and sealed/stamped document regarding an application to a social security institution for compulsory health insurance.

  4. - Private health insurance.

  Residence address in Turkey

  Foreign citizens are required to provide information about their address of residence in Turkey, which can be either their temporary or permanent address. In addition, in order for the residence permit card to be delivered to the address of the applicant, it is necessary that the current address, phone number and / or e-mail address be indicated.

  In case of change of address during the period of validity of the residence permit, it is necessary to submit documents on the change of address within 20 (twenty) working days to the city directorate of the migration service and the city department for population and citizenship

 Right of exit - entry within 15 days

  After submitting an application online through the electronic registration system, on the appointed day and time, you are assigned a rendezvous at the city migration service office, where you must arrive along with the necessary package of documents to complete all procedures.

  Having an “Application for obtaining a residence permit” certified by the administration and a receipt for payment of the fee, foreign citizens have the right to leave the country subject to mandatory entry into it within 15 days. If the period of stay abroad exceeds 15 days, then a visa will be required upon re-entry into the country, and a residence permit (as a rule) may be denied. Re-applying for a residence permit is possible after 6 months.

  Completion of the residence permit procedure

  In accordance with paragraph 21 of the Law, the procedure for obtaining a residence permit must be completed within 90 days.

  In accordance with paragraph 22 of the Law, the beginning of the period of ninety days is the date of submission in full of all necessary information and necessary documents to the competent authorities (usually the rendezvous date). In the event of an extension of the registration period, foreign citizens will be notified.

  COST OF THE DOCUMENT PERMIT

  The fee for a residence permit from foreign citizens is regulated in accordance with Law No. 492 "On Fees and Fees". Residence permit documents are classified as securities in accordance with the Law on Securities No. 210 of February 21, 1963 and are subject to a commission annually established by the Ministry of Finance and Treasury.  There are no exceptions for citizens of any country, no.

  The fee or commission for issuing a residence permit in 2023 is 356.00 Turkish liras, it is defined in the General Announcement of the General Directorate of Accounting and Financial Control (serial number 79) published in the Official Gazette » of December 31, 2019 under the number 30995.

  Since 2011, the Czech Republic, Denmark, Ireland, Kosovo, Nepal, Sri Lanka, Syria and Turkmenistan are exempt from residence permit fees in accordance with the principle of reciprocity.

  The procedure for obtaining a residence permit for foreign employees and members of their families

  Employees and members of their families employed in Embassies, Consular Missions, Consulates General, Consular Offices and Representative Offices of International Organizations accredited and located in Turkey are issued a "Foreign Employee Identity Card" by the Ministry of Foreign Affairs.
